[Test] Create Unit tests for Data/services Folder

Create Unit Tests for All the components in the data->services folder.

Acceptance Criteria

  • 100% line and branch coverage for archival service
  • 100% line and branch coverage for assignment service (currently partially tested)
  • 100% line and branch coverage for evaluation service
