Integrate Offline Mode from Scripts

We are trying to incorporate the offline scripts that were written for Delvin to be able to allow instructors to create assignments and deploy them when the system is down.

Acceptance Criteria

refactor offline scripts to work with rc-cli
rc-cli can now create assignments
if the system is down, the rc-cli will save the info until it can merge it into mongo
